Free membership for prisoners?

Among the resolutions to come out of the 2022 Congress was a desire for the board to “ellaboru senpagan kotiznivelon por esperantistoj en prizonoj.”

Typically we receive very few requests from prisoners for free membership, so in the short-term—that is, until next summer’s Congress—we’ll try to comply with the resolution by subsidizing up to ten prisoner memberships at the “Limited Income” rate ($20 each) using money from the General Fund.

Unfortunately, only a small fraction of the membership took part in deciding this resolution. What’s more, some Congress attendees reported being unaware that the resolution was even considered, much less passed.

The Board believes that dues changes are something all members have a right to be informed of in advance – and more importantly, to have a say in. So in 2023 we’ll be putting the question to you, in the form of a ballot initiative for you to approve or reject. The initiative could be something as simple as:

A. Esperanto-USA will provide free memberships to any incarcerated persons in the United States who request one.

But before finalizing the wording, we’d like to get a better idea of how you feel about the idea. Free memberships do have a cost to the organization. Prisoners often have no Internet access, so copies of the newsletter, membership lists, and other items have to be printed and sent to them by mail, at a cost of roughly $20 per member per year. That cost will have to be borne by paying members, and we’re concerned that some might not be happy doing so, especially if the new membership category proves popular.

So if there isn’t broad support for option A, we might propose to leave the existing dues structure as-is, instead supporting free memberships with a fund built on donations. That proposal could be something like this:

B. Esperanto-USA will create a “Prisoner Membership Fund” to support free memberships for incarcerated persons in the United States. The Fund will be paid for by donations, and will subsidize yearly memberships at the Limited Income rate. Requests must be resubmitted each year, and will be served in the order in which they are received, as long as the Fund has a positive balance.

If you feel strongly about either of these potential initiatives – either for or against – please let us know. We also welcome further alternatives and potential modifications to the ones above. For example, option A might have a cap, limiting free memberships at some maximum. Or option B could be partially supported by the greater membership through an automatic donation each year from the General Fund.

Peter Jameson ankoraŭ haveblas rabatpreze

En la pasinta numero ni anoncis projekton sendi ekzemplerojn de Peter Jameson’s Secret Language rabatpreze al aktivuloj por uzo en informado – ekzemple, por lasi en la biblioteketoj Little Free Libraries, por donaci al gastoj ĉe klubkunvenoj, ks. En Decembro ni dissendis al aktivuloj pli ol cent ekzemplerojn, kaj ankoraŭ restas mono en la projekto por dissendi pli. Do se vi volas mendi pli ol 20 ekzemplerojn samtempe, ni sendos ilin al vi je kosto de nur po unu dolaro. Kontraŭ $40, ekzemple, vi ricevos 40 librojn – sen ajna imposto aŭ sendokosto!
