Kvankam mi servis al E-USA en pluraj roloj tra la jaroj, jen mia unua raporto kiel estrarano. Dankon pro la oportuno reprezenti vin.

Kunlaborante kun la estraro de jam pli ol jardeko, mi observis misfunkcion maltrankvilige ofte. Mi ne kritikas la estraranojn mem, nunajn aŭ pasintajn; laŭ mia sperto, ĉiuj alportis al la organizo grandan talenton, entuziasmon, kaj bonvolon. La problemo, efektive, estas organiza strukturo kiu ne adekvate respektas la dezirojn de la membroj.

Alivorte, la estraro estas ne sufiĉe malkaŝa. Por juste reprezenti vin, ni bezonas vian engaĝigon en nia agado. Ni bezonas plene sciigi vin pri tio, kion ni faras – ne nur pri decidoj jam monatojn malfreŝaj, sed pri aktualaj diskutoj kaj planoj. Sed vere malmulte de tia informo estas dividita, kaj ofte ĝi alvenas tro malfrue por esti utila.

Eble bona deira punkto estas la protokoloj de niaj kunsidoj. La protokoloj estas haveblaj en nia retpaĝaro, jam de kelkaj jaroj, sed ŝajne malmultaj legas ilin. La problemo parte temas pri prokrasto: ni retenas protokolojn ĝis la estraranoj kontrolas kaj aprobas ilin. Tiu procedo bezonas minimume unu monaton, kaj foje pli, do la protokoloj fariĝas malfreŝaj.

Kiel igi la protokolojn pli utilaj? Jen mia propono:

1. Disponigu ĉiun malnetan protokolon en nia retpaĝaro tuj post la respektiva estrara kunsido. Malnetoj povas enhavi noton por indiki, ke oni ankoraŭ ne kontrolis ilin. Se la estraro volos, ĝi rajtos anstataŭigi redaktitan version poste.

2. Lasu liberan aliron al la protokoloj, sen pasvorto. Ili estu publikaj kaj facile alireblaj.

3. Sendu ĉiun protokolon al la membroj per retpoŝto ene de maksimume unu tago post la respektiva kunsido. Cetere, eldonu kopion en nia bulteno por certigi, ke ĉiuj membroj povas facile legi ĝin.

Tiom pri maniero por plividebligi agojn pasintajn, sed kio pri la nunaj kaj venontaj? Finfine, ni bezonas viajn reagojn pri diskutindaj decidoj antaŭ ol ni decidas.

Jen ideo: la estraro nepre anoncu al la membroj ĉiujn planitajn elspezojn super iu nivelo (ekz. $500), almenaŭ unu semajnon pli frue ol plenumo de la elspezo. Tiel vi havos oportunon esprimi al ni viajn opiniojn dum ankoraŭ restas tempo por fari ŝanĝojn. La anoncoj povus unue aperi retpoŝte, kaj ankaŭ en dediĉitaj partoj de niaj retpaĝaro kaj bulteno.

Do kion vi opinias? Komentoj, kritikoj, kaj/aŭ pliaj ideoj estas bonvenaj. Ŝanĝo malofte okazas sen instigo, kaj via engaĝiĝo helpas instigi nin al progreso.

Although I’ve served EUSA in various roles over the years, this is my first report as a board member. Thank you for the opportunity to represent you.

Having worked with the board for over a decade now, I’ve observed a troubling amount of dysfunction. This is not a criticism of board members past or present: in my experience, all have brought to the organization great talent, enthusiasm, and goodwill. The problem, rather, is an organizational structure that doesn’t adequately serve the interests of the membership.

In other words, we have a problem with transparency. In order to fairly represent you, we need you to be a part of our decision-making. We need to keep you fully apprised of what we’re up to—not just decisions made months ago, but also current discussion and planning. Unfortunately, very little of this information is shared, and often it’s so late that it’s no longer relevant.

One possible area for improvement is the minutes, the official records of our board meetings. The minutes have been available on our website for several years, but few members read them. Part of the problem has to do with freshness: minutes are released only after review and approval by the board, and that process takes at least a month, sometimes longer.

How might we make the minutes more relevant? Here’s my proposal:

1. Publish unedited minutes on the EUSA website immediately following the respective board meeting. (A note can be attached if necessary to indicate that minutes have not yet been reviewed.) If the board wishes, an edited version can be substituted later.

2. Remove all password restrictions on the minutes. Access should be open and easy.

3. Send minutes to our membership email list no later than one day following the conclusion of the respective meeting. Publish a copy in the newsletter to ensure that all members have access.

So much for transparency of past board actions; what about current discussions and upcoming plans? After all, we need feedback about potentially controversial decisions before we make them!

Here’s one idea: the board should announce to the membership all planned expenditures in excess of some threshold (say $500), at least one week before money is spent. That way you’ll have a chance to voice any concerns while there’s still time to make a difference. The primary notifications could go out to our membership email list, and copies could be posted in a special section of the website and the newsletter.
