FIRST JOINT CANADIAN-AMERICAN ESPERANTO
CONGRESS A SUCCESS
As reported in previous issues of Newsletter, the 26th Annual
Congress of Esperanto in the United States held by the Esperanto
League for North America, Inc., and the 20th Annual Congress of
Esperanto in Canada held by the Canadian Esperanto Association
were combined and held at the University of Wisconsin-
Milwaukee this year from July 22 to 25.
Presidents Wally du Temple of the Canadian organization and
Wm. R. Harmon of the American organization jointly opened the
first official session with brief addresses to the combined group.
The groups convened separately upon several occasions during
the joint congress and also held several common sessions.
President du Temple's address emphasized the value of the
neighboring countries' organizations being able to exchange
views and together find ways for the organizations to help each
other. Mr. du Temple pointed out that Canada has a particularly
severe language problem stemming from the separatist
movement in Quebec, and that quite apart from the political
ramifications in Canada, the existence of the problem has given
Canadians a real awareness of the role of national languages as
political tools, and of the need for a neutral common tongue to
permit communication between peoples of different language
groups without involving ideology.
President Harmon expressed full agreement with the concept
of mutual assistance between the two groups. Discussions
centered on a candid analysis of the reasons for lack of adequate
progress in furthering the use of the international language. Du
Temple pointed out that every Esperantist must critically survey
his own knowledge of the language, his activity in local groups or
classes, and his contribution to the national effort. He pointed out
several indications in Canada of reawakening and renewed
interest in Esperanto, particularly the breakthrough in obtaining
governmental acceptance and support of a correspondence
course in British Columbia.
The joint Congress was attended by approximately 100
delegates from many different states. Visitors from abroad
included Mrs. Proctor of England, Mr. Hail of New Zealand, Mr.
Banas of Poland, Mrs. Dercks-lansen and her daughter of
Holland and Mr. R. Alberg of Israel.
CHANCELLOR WELCOMES ESPERANTiSTS
Chancellor Werner Baum of the University of Wisconsin-
Milwaukee addressed the joint congress during the formal
opening ceremonies, regaling the audience with a few horror
stories of past interpretation problems and errors during
international conclaves he has attended.
ESPERANTO COURSE AT UNIVERSITY OF ILLINOIS
During the spring session of the University of Illinois (Urbana,
IL) a course will be offered in the Department of Linguistics on
"International Communication and Constructed Languages."
The course will be taught by Prof. C. C. Cheng of the Department
of Linguistics and the Center for Asian Studies, well known for
his linguistic studies of Chinese, and by Prof. Bruce Sherwood of
the Department of Physics and the Computer-based Education
Research Laboratory, who is known for work on the development
of the PLATO computer-based education system and for
multi-lingual speech synthesis (including Esperanto). The course
will deal with the language problem and with interlanguages,
both national and constructed, with particular emphasis on
Esperanto. It is designed to provide fresh insights into problems
of language planning. This will be the first time that such a
linguistics course has been offered at the University of Illinois.

one having his troubles with translators. Recently, a UN delegate
made a speech in which he used the phrase "out of sight, out of
mind." A Russian translator, unfamiliar with the expression,
rendered it this way: "Blind, and therefore insane."

Pakistan is to drop English for official speeches in honor of
foreign guests and switch to Urdu instead, it was announced
recently. English would not be used even for heads of state.
From The University Woman, May, 1978, reporting on a recent
convention of the International Federation of University Women:
"The most appalling activity of the whole conference was the
apparent unwillingness to make it possible for those struggling
with a language barrier or limited knowledge of international
rules of order to participate. A request and an offer by a
Spanish-speaking delegate to interpret the discussions in Spanish
was turned down abruptly, causing the Mexican delegates to
walk out."
ELNA TRAVEL COMMITTEE REPORT ON VARNA UK
Back from Bulgaria, Russia and Europe. What a trip! Varna
was all that was promised and a lot more that was not promised.
We made some wonderful new Bulgarian friends while striving to
overcome our difficulties. The weather was not as warm as we
had expected and that was very conducive to being alert for all
the meetings and lectures. The best summary I heard of the
Congress of Esperanto in Varna was that there were over 4,400
people there at the same time and it all somehow worked. For the
first-time congress participants it was a thrilling experience -
meeting people from all over the world and being able to
converse with them. The first-timers participated and gained
much from the various courses offered, including the Ceh method
and progressive courses. As for my own (Janet Bruges-Young)
participation in the Congress, it was somewhat limited as I spent
many, many hours trying to unravel travel arrangements that I
had not made. The highlight of our last evening in Varna was a
starlight oceanside dinner. Almost all of the U.S. delegation was
able to attend along with our new Bulgarian friends.
To save the great trouble experienced by some of those
attending the Congress in Varna, we suggest that you make all of
your travel arrangements through the ELNA Travel Committee
so that there is one "one-the-spot" representative to handle any
problems that may arise. The Local Congress Committee for the
next Universal Congress, in Switzerland, has informed us that
they will release hotel space to the Committee so that you may
receive your hotel confirmation directly from the ELNA Travel
Committee rather than from Europe.
Future plans of your ELNA Travel Committee: A spring trip to
Europe to include a week's stay at Castle Gresillon in France;
plans for the Universala Kongreso de Esperanto in Lucerne
include trips with stops for the courses in Helsingor, in Finland,
or at Castle Gresillon before the one week stay at Lucerne.
The official post-congress trip will be to Interlaken, from
August 5 to 11,1979. Following that there will be a one week trip
within Switzerland (as proposed by the ELNA Travel Committee),
or as an alternative to the Switzerland stay, a trip to Barcelona,
Madrid and Lisbon. All trips proposed by the ELNA Travel
Committee will welcome participants from other countries. A
brochure detailing all plans of your committee will be distributed
to ELNA members no later than October, 1978.

Due to both normal and abnormal "summer crises" this issue of
your Newsletter is much delayed. We are slowly working out the
remaining difficulties in administration, and the one thing we
have in good stock, enthusiasm, will soon bring everything back
to an on-time, stable basis.
Probably the best news of all is that Mrs. Catherine Schulze
has consented to take on the onerous task of editing the
Newsletter starting with the next issue. This will free President
Harmon to tackle other matters needing attention, and bring to
the Newsletter an editor with great skill and knowledge.

Mi ne povas doni plenan raporton pri la agado de la Centra
Oficejo, car mi nur eklaboris tie antau du monatoj. Mi do nur
donos tre mallongan statistikan resumon pri la agado de la
Oficejo dum la pasintaj du monatoj.
Miaj ĉefaj devoj en la oficejo apartigas en tri bazajn
kategoriojn: respondado al informpetoj, plenumado de libro-
mendoj, kaj traktado de membrecoj.
En la lastaj du monatoj mi ricevis 50 generalajn informpetojn,
rondcifere. El tiuj, proks. 30% venis el Kalifornio, 30% el la
orienta marbordode Usono, 20% el la sudo, kaj 15% el okcidenta
Usono escepte Kalifornio. Kvar informpetoj venis el eksterlando;
po unu el Nigerio kaj Japanio, kaj du el Irano. Ses el la
informpetintoj estis profesoroj c*e universitatoj au kolegioj.
En la pasintaj du monatoj ni traktis proks. 70 membrecaliĝojn.
El tiuj proksumume 50 estis realigoj instigitaj de la realigkam-
panjo de Marta Evans. Ni ankau plenumis pli ol 120
libromendojn. La enspezoj de tiuj vendoj estis traktitaj en la
financa raporto.
La plej urge bezonata afero nun estas la nova librokatalogo.
Unu el miaj cefaj problemoj estas la ciam pli alta kosto sendi
librojn per posto. En la lastaj du monatoj, la posta servo anoncis
du sinsekvajn altigojn de la tarifo, kiu en la lastaj du jaroj altigis
je pli ol 133%. Estas antauvideble, ke ni devos baldau revizii nian
propran politikon por sendokostoj.
Mi preferis fini la raporton per pli agrabla sciigo, do mi estas
feliĉa raporti, ke la Libroservode la ELNA Kongreso ricevis pli ol
$850. Ni dankas ctun acetinton.

prezentas interesan kaj valoran novajojn kaj sugestojn. Ĉi tiu
mimeografita bulteno ofte enhavas pli ol 18 pagojn, plenplenaj je
interesaj eroj, ne nur pri instruado.
Ni forte rekomendas anigon en AATE, kiu inkluzivas abonon al

ekzemplerojn de Esperanto-teksto kiun verkis S-ano Goodman
por la kursoj kiujn li gvidis en la nomo de la Departmento de
Publika Edukado de la Stato Maryland, sur kiuj trovigis la sitdo
oficiala de la stato, indikante ke ili estis efdonajoj oficialaj de la
"stato. Tiujn ekzemplerojn oni disdonis al la partoprenantoj de la
kunveno senkoste. Ankau okazis du prelegoj publikaj de S-ro
Goodman pri Esperanto kiel ilo propedeutika en la instruado de
lingvoj eksterlandaj. Alestis pli-malpli 2,800 instruistoj de Usono,
Kanado kaj el landoj ekster Norda Ameriko. Al la fino de la
kunveno oni elektis la du delegitojn de AATE al la Konsulta
Konsilantaro de Northeast Conference por helpi je la preparado
de la kunveno en 1979 en Vasingtono kun la temo "Frerndaj
Lingvoj en la Klascambro."

Antau du jaroj aperis la detektiv-romano Cu Vi Kuiras Cine?,
baldau premiita kiel la plej bona libra de la jaro. La pseudonima
autoro de tiu libro, johan Valano, nun regalas nian literaturon
per pruvo de sia talento sur la kampo poezie.
La poemoj en tiu ci libro, pli-malpli kronologie arangitaj,
prezentas la poezian kaj emocian evoluon de la autoro. Li ekverkis
kiam li estis adoleska, en la finaj jaroj de la Dua Mondmilito. La
sensencaj hororoj detiu epokotauzis lian senteman psikon, kaj en
la unuaj poemoj ni trovas elokventan esprimon de la indignigo kaj
naŭzigo de pacema junulo pro la bestaĵoj de milito. Tamen, el tiu
periodo ni trovas ankau* kelkajn poemojn pli petolajn, ec sp'ritajn.
Postaj poemoj montras la pliagigon de la poeto; versoj pri
studenta vivo, vojagado, kaj amo. La lasta duono de la libro
prezentas verkojn de la poeto jam matura. Inter ili troviĝas
poemoj profundaj, kun temoj universale vastaj. Pluraj e! tiuj ĉi,
ekzemple "Senpoveco" kaj "Solena saluto", rangigas kun la plej
bonaj originalaj poemoj en Esperanto.
Valano estas lerta versisto, kaj tiu 'ci kolekto atestas lian
mastradon de formoj tre diversaj. Li ofte utiligas la metodon
(neoftan en esperanta poezio pro *gia kondamnigo en Parnasa
Gvidiibrd) de aborta rimo, t.e. la rimigo de radikoj sendepende de
lafinajbj (ekzemple suno-junas). Kiel Henri Vat're atentigas en la
enkonduko, Valano eC'plisistemigas la rimojn, rimante la radikojn
laŭ unu skemo kaj la finaĵojn lau alia. En aliaj poemoj li uzas
blankajn versojn, kiujn kelkaj recenzistoj jam komparis al tiuj de
Walt Whitman.
Ĝ*isnunaj indikoj auguras, ke ni rajtas atendi de la "duopo"
Johan Valano/Claude Piron pliricigon de nia lingvo en preskau
ciuj giaj facetoj.

Responde al la peto de Iranano D-ro M.H. Saheb-Zamani, en
January 1978 ELNA-Prezidanto Wm. Harmon starigis ci tiun
Komitaton. Gi celas, kunlabore kun similaj grupoj en aliaj landoj,
krei altkvalitajn referenc- kaj lerno-librojn pri sciencaj kaj
teknikaj ("S/T") temoj.
Ni uzis la unuajn monatojn en la kreado de nia provizora
komitata strukturo, kaj en la priesploro de la generaia
laborkampo.

La baza klasifik-sistemo por nia laboro estos la Universala
Decimala Klasifiko (UDK), kiu aperas en 19 lingvoj, kaj estas
uzata en la Terminologia Centra (TC) de la Internacia Scienca
Asocio Esperantista (ISAE) por la Slipara Vortaro. La 500-aj kaj
600-aj numeroj generate kovras la S/T terenon. Listen de ciuj
titoloj kun tiuj numeroj afable faris la Bibliotekisto de la Brita
Esperanto-Asocio, S-ino P. Maybin. Entute estis nur 669 (228
Sc, 441 Tekn.) en la tuta kolekto de pli ol 10,000 titoloj. Kvankam
kelkaj estas bonaj, generate ili estas malnovaj kaj eksmodaj. Tio
signifas ke la gisnuna S/T libraro helpos nin malmulte.
En la libro Konturoj de la Lingvonormigo en la Tekniko de D-ro
Eugen Wuster estas informo pri Terminologia Komitato 37 de la
ISO (v. p. 126) kaj giaj 7 rekomendoj:

tradukon de ciuj. Ili nun estas en la rnanoj de la TC de ISAE
(Rudiger Eichholz).
En Varna dum la UK mi renkontis kelkajn gravajn personojn en

Resume, KSTA estas provizore org.anizita kaj invitas
volontulojn kun S/T lertecoj. Dum ni atendas la aprobon de la
supre-menciita piano por internacia kunlaboro, c*iu KSTA-ano
estas petata ekzerci sin en la verkado de artikoloj por Scienca
Revuo kaj Sciencaj Komunikajoj.

Du serioj da eventoj konsiderinde influis mian poresperantan
laboron. Unue, nia6-semajnarestadoen Europo. Unuaduonosur
la kontinento, la dua en Britujo. Dum mia edzino 'guadis
kunestadon kun parencoj kaj geamikoj en Ce'Roslovakio, mi
vojagis tra Esperantujo okcidente. En Dijon, Francujo, Del. H.
Journet ne nur gawgis kaj regalis min, sed montris al mi urbajn
vidindajbjn kaj veturigis min 45 KM al Gray, kie Del. G. Junier
kondukis nin tra Nacia Esperanto-Muzeo. La Esperanta sekcio en
la biblioteko de Unuigintaj Nacioj en Genevo malsurprizigis min,
car gi estas malgranda kaj malaktuala. La bone organizitan
libraron de D-ro Edmond Privat montris al mi en La-Chaux-de-
Fonds bibliotekisto Pierre Hirsch, kies paroladon pri Romain
Roland kaj Privat mi ceestis vespere. La vigleco de Kultura
Centro Esperantista (KCE) en la sarna urbo estas vere admirinda.
En Nurnberg (Bavario) mi vizitis mian satatan korespondanton
Alexander Starke. Li kaj lia edzino, nun pli ol okdekjaraj, estis
famaj Esperantistaj geaktoroj. Dum la 18a Europa Ferio-Semajno
en Svislando (EFS) en Wengen mi partoprenis selektitajn kursojn
sur tri nivelojy ekskursojn, prelegojn, amuzajn vesperojn ktp. En
Zurich mi intervjuis d-ron M. Tucek, administraton de la Svisaj
Socialaj Arkivoj.
En Britujo mi vojagis kun mia edzino por soleni la 30an
datrevenon de nia edzigo. Unue, dum du sernajnoj, autobuse tra
Anglujo, Skotlando kaj Kimrujo. La lastan semajnon ni dedicis al
Londono. En Edinburgo interalie min interesis vizito al la Nacia
Biblioteko de Skotlando. En Londono mi dufoje ceestis la
semajnajn kunvenojn de la Londona Esperanto-Klubo, en Brita
Muzeo min fascinis manuskriptoj defamuloj. Poste mi intervjuis
S-ron V.C. Carter, kiu estas Cefa Konservada Funkciuio,
Departemento de Manuskriptoj en Brita Biblioteko. Dum du
posttagmezoj mi elserĉis valorajn informojn en la biblioteko de la
Brita Esperanto-Asocio;
La dua serio da eventoj, malfavoraj al mia poresperanta laboro,
komencigis jam en Britujo, kiam la sanstato de mia edzino
okulfrape malplibonigis. En novembro la kuracisto deklaris, ke la
malsano estas nekuracebla. Post kvar monatoj, la 13an de mart»,
mia edzino mortis. Nelonge poste mi mem estis hospitaligita kaj
operaciita, sed mi jam resanigis. Tiuj traumaj spertoj "sangis
provizore mian vivperspektivon kaj la skalon da antaurajtoj. Sed;
felice, unu afero ne sangis: nia arkivo povas havi la'saman
adreson, car ni decidis ne vendi la domon.

nacian Korespondan Kurson (IKK) al kiu aligis 53 studantoj, el

Junulkurso, kiu uzas la rektan rnetodon; protio, minimum© de la
angla lingvo necesas. Ankati uzataj estas demandaro kaj

restas kvar instruantoj; Earl Bills, Jonathan Cole, Conrad Fisher,

servi vin por ciuj el viaj vojagbezonoj, ne nur esperantistaj. Ni
anoncos karavanon al Svislando en oktobro au novembro. Por ke
mi pli bone povu servi vin, bonvolu aligi al la karavano frue. Tiel
mi povos pli bone informi vin.

PERSONAL NOTES
Dr. Ralph Lewln, Scripps institute of Oceanography, La Jolla,
lectured on Esperanto before the linguistics department at the
University of California-San Diego recently. Among other works,
Dr. Lewin is the author of The Biology of Algae and Other Verses
(1978, The Boxwood Press, 183 Ocean View Blvd., Pacific Grove,
CA 93950, $3.95). This work by Dr. Lewin contains a poem in
Esperanto.
Foreign guests at Esperanto-speaking affairs this summer
included. Doris Worcester (London); Dr. & Mrs. Jean Luc
Tortel and daughter, Claire - Dr. Tortel is the Esperanto delegate
in Berck, France; Vlasta Obrucova, Esperanto representative for
sports and yoga in Olomouc, Czechoslovakia; Janet Enghardt,
Sweden; Mrs. G. and Miss A. Dercks, The Netherlands; and
Reuben Alberg, Israel.
Friends of Nature from 18 countries camped at rural abaliget,
Hungary this summer. Bob Bailey, San Francisco, the only ELNA
member there, met many old and new friends, all resting up for
the hectic week of the world Esperanto convention at Varna,
Bulgaria.
Martha Walker (Napa, CA) was interviewed for the Peking
Radio broadcasts at Varna by three members of the Peking Radio
staff who had sent a tape of Chinese folklore to Dr. David
Jordan's Esperanto classes at San Francisco State University in
June.
Jack and Minerva Massen and Janet and Ray Young were
among those who visited the Soviet Union following the
convention at Varna with letters of greeting from ELNA President
Wm. R. Harmon to local societies.

NEWS BITS
Railroad Esperantists In Rome drew 350 conventioneers from 18
countries this summer. TV program "Antenna 4" covered the
event and "Teleroma56" carried seven debates on Esperanto. A
film presentation on the famous Japanese Tokaido Express and
decisions on various multilanguage lexicons and tariff lists
received considerable attention.
Rotary international. drew 39,000 people from 83 countries to
Tokyo this year. Esperanto-speaking Rotarians enjoyed special
arrangements and provided information about the international
language.
The 65th annual convention of Japanese Esperantists in Mishima
August 26 and 27 had as its honored guest Dr. Humphrey Tonkin,
President of the Universal Esperanto Association.
Japan and Finland are the latest countries to produce histories of
their Esperanto movements in their national languages. The
United States has yet to find a similar historian.
Ralph Harry, Australian Ambassador to the United Nations, is
returning to Australia September 1. He has been active within
the UN in the advocacy of Esperanto as a solution to language
difficulties, was translator of the UN Charter and Human Rights
brochures into Esperanto. Olympics athletes were the benefici-
aries of phrase books which include the international language
Esperanto.
AN iMITABLE EXAMPLE
Michael J ones, of the Esperanto group ELA in Fort Worth, TX,
has set an excellent example of initiative in introducing the
international language Esperanto into other organizations.
Michael is a member of the local chess club, and through an
advertisement in the local newspaper invites those interested in
chess to write for further information. In his replies to those
seeking information, Michael adds the following: "It will come as
no surprise to you that a definite but unstated requirement of the
above-mentioned chess clubs is a knowledge of the English
language. Although the clubs make no effort to bridge the
language barrier, you yourself might not want to limit all your
future chess activity to those who speak English. Chess, after all,
is a game played all over the world. For that reason, I am
enclosing for you some information about ESPERANTO, the
international language..."
It is precisely this kind of initiative that gave rise to a resolution
passed unanimously at the just-concluded Esperanto Congress
held by ELNA in Milwaukee, which resolution urges all
Esperanto-speakers to take an active part in fostering interest in
the international language among members of other organiza-
tions to which they belong.

[BAD] NEWS FROM YOUR BOOK SERVICE
inflation has finally caught up with us. For many years, your
book service has charged only $1 per order for postage and
handling. An analysis of costs during this past fiscal year reveals
that only $529.35 was collected for postage and handling, while
postage expense alone totalled $1228.68, and estimated materials
costs ran to another $400. The book service operates on a minimal
profit margin on all major learning aids, texts, dictionaries, while
receiving much less than the standard book store profit margin on
all other books and materials.
What happened to postal rates? Here's a real horror story: The
January, 1976 third-class rate for 2 ounces (the average on free
materials sent to those asking about Esperanto) was 13 cents. In
June 1978, the same envelope had to carry 20 cents, an increase
of 53.8%! The fourth class "book rate", one of the lowest
available, fora5-lb. shipment on January 1,1976 was 57 cents; in
June of 1978 it was $1.20, an increase of 110.5% — and that
wasn't the highest percentage increase! •
The only solution we can find is to adopt the system used by

add 10% to the pre-tax total. It is estimated that this new postage
and handling rate will produce within a few hundred dollars of
the actual cost of postage and materials. A minimum charge of $1
will have to be put into effect at the same time.
Accordingly, effective October 1, 1978, the postage and
handling charge on all book orders will become 10%, minimum
$1. It will still be cheaper to order all of your Esperanto books and
materials from- ELNA rather than direct from UEA, as UEA
requires an extra 5 guilders for a check charge (currently about
$2.35), which ELNA does not require.
Sorry...we held this off as long as possible, but life caught up
to us!

RECEPTION FOR UEA DELEGATES AT MILWAUKEE
UEA. delegates were honored and thanked for their many
services to Esperanto in their communities by William Harmon,
acting as Chief Delegate for U.S., at the ELNA Convention in
Milwaukee this July.
With over 3,200 delegates in some 55 countries, the UEA
network efficiently provides many services to UEA members.
These cover a wide range of activity from helping find a suitable
hotel to locating a lost friend or acquiring a rare cactus. The
delegates of UEA represent a myriad of human interests whether
it be Scouting, Red Cross, chess or amateur ornithology...in
short, almost anything.
During the reception an exchange of ideas among the UEA
delegates brought forth the firm decision to list U.S. delegates by
States instead of alphabetically by cities as at present.
In order that the UEA Jarlibro (Yearbook) be of maximum
service to Esperanto-speakers, fluent Esperantists are encour-
aged to serve as Delegates. Complete information will be
